Dickens CHEUNG is a Richmond-rooted business leader, father, and a long-time community advocate who has spent more than a decade and a half serving the families of Richmond. His life’s work reflects a deep commitment to strengthening families, supporting local businesses, and building a Richmond that works for every community.

The son of immigrant parents from Hong Kong, Dickens was raised on the values that built his family’s life in Canada — integrity, hard work, service, and faith. These principles, deepened by his Chinese-language upbringing at the Chinese Cultural Centre of Greater Vancouver in Chinatown and his faith at Richmond Pentecostal Church, have guided him through every chapter of his life: as a husband, as a father, and as a leader across Richmond’s business, civic, and faith communities.

After graduating from the University of British Columbia’s Sauder School of Business in 2009 with a specialization in Finance, Dickens went on to build more than 15 years of business leadership experience, including co-founding UNBUTTON Health — a wellness brand confronting the men’s mental health crisis underlying so much of the addiction and despair in our region.

Dickens’s contributions to Richmond extend far beyond his career. He has consistently stepped into leadership roles that directly impact the city’s families, youth, and most vulnerable residents:

• Director and Partnership & Communications Chair, D.A.R.E. BC Society — advancing drug and substance awareness and prevention programs across British Columbia, with a strong focus on Richmond.
• Director, Coalition for Better Health Care Society (BC) — advocating for stronger, more accountable, and better-quality healthcare, especially for the most vulnerable populations in our province.
• Director (first non-Indian board member), Indians in Richmond BC Society — building bridges between Richmond’s South Asian and Chinese communities.
• Board Member, EE Global Ministries — supporting impoverished children and families across Africa, Pakistan, India, and Costa Rica.
• Co-Chair, A.R. MacNeill Secondary School PAC — elected by the parents of the school at the AGM to help guide the school’s parent advisory leadership.
• Secretary, William Cook Elementary School PAC — elected by the parents of the school at the AGM to serve the students and families at the elementary school level.
• Active Volunteer, Richmond Pentecostal Church (PAOC) — a multi-ethnic congregation gathering Cantonese, Mandarin, Filipino, South Asian, and English-speaking families; active in ministry to the unhoused and mentally unwell.

Through these roles, Dickens has worked alongside business leaders, families, faith communities, and grassroots community organizations — bridging cultures, mobilizing resources, and creating opportunities that benefit Richmond’s diverse population.

A second-generation North American-born Chinese fluent in English, Cantonese, and Mandarin —listening, speaking, reading, and writing — Dickens has built relationships across Richmond’s many communities. He believes that every faith and cultural tradition in this city — Christian, Sikh, Hindu, Buddhist, Jewish, Muslim, and beyond — contributes to the moral fabric that holds our community together, and that good municipal leadership respects and serves all of them equally.

When Richmond families needed a voice in 2024, Dickens stepped forward. As one of the core figures of the community campaign at Cambie and Sexsmith — gathering approximately 200 petition signatures from surrounding businesses, and speaking at the Aberdeen Park rally before 500 residents — he voiced out for Richmond families and businesses so that their concerns could be heard by the local government. The experience demonstrated what organized, principled community leadership can produce when neighbours come together for the common good.

At the core of Dickens’ philosophy is a conviction shared across many of Richmond’s faith and cultural traditions: that public office is a form of stewardship (管家) — not entitlement. He believes leadership is not about authority, but about service — serving one’s neighbours with honesty, faithful work, and care for the most vulnerable. As it is Written in the Holy Bible, in the Gospel of Matthew, chapter 22, verse 39: “Thou shalt love thy neighbour as thyself.”

Now, Dickens CHEUNG is stepping forward to serve at the next level.

As a candidate for Mayor of Richmond on October 17, 2026, he brings:

Dickens CHEUNG 張可仁先生是一位紮根列治文的商業領袖、為人父親、長期投身社區的倡導者, 逾十五載默默服務列治文的家庭。他畢生的努力,體現了一份深切的承擔——鞏固家庭、扶持本 地商戶,並為列治文每一個社群建立一座共融共榮的城市。

作為香港移民家庭的兒子,Dickens CHEUNG 張可仁先生自幼便承襲了父母在加拿大胼手胝足建立 家業時所秉持的價值觀——正直、勤勞、服侍、與信仰。他自年少便於溫哥華唐人街中華文化中 心學習中文,並於列治文五旬節教會中堅守信仰;這份文化根基與屬靈傳承,深深塑造了他人生 每一個階段——無論是作為父親,抑或在列治文商界、社區、信仰各個範疇中所擔任的領袖角色。

二零零九年,Dickens CHEUNG 張可仁先生畢業於卑詩省大學尚德商學院(UBC Sauder School of Business),主修金融學,其後累積逾十五年的商業領導經驗,並共同創立UNBUTTON Health——一個專注於男性精神健康的健康品牌,正面回應引發北美地區成癮危機與絕望情緒的深層根源。

Dickens CHEUNG 張可仁先生對列治文的貢獻,遠超其商業事業。他長期投身於多項直接影響本市家庭、青少年及最弱勢居民的領袖崗位:
• 卑詩省防止濫用毒品教育協會(D.A.R.E. BC Society)董事,並擔任「夥伴關係及傳訊委員會」主席——於全卑詩省推廣藥物及物質濫用意識與預防教育,並特別聚焦於列治文社區。
• 優化醫療聯盟協會(Coalition for Better Health Care Society)董事——倡議建立更穩健、更具問責性、更優質的醫療制度,尤其關注本省最弱勢的群體。
• 列治文印度人協會(Indians in Richmond BC Society)董事——該會首位非印裔董事;致力於南亞裔與華裔社群之間搭建橋樑。
• EE Global Ministries 國際佈道事工 董事——支援非洲、巴基斯坦、印度及哥斯達黎加的貧困兒童及家庭。
• A.R. MacNeill 中學家長諮詢委員會 聯席主席——由全校家長於週年大會中選出,協助領導家長諮詢委員會。
• William Cook 小學家長諮詢委員會 秘書——由全校家長於週年大會中選出,服務小學階段的學生與家庭。
• 列治文五旬節教會(加拿大五旬節會 PAOC)熱心義工——該教會匯聚粵語、國語、菲律賓語、南亞語及英語的多元家庭,持續投身關懷無家者及精神不穩定人士的事工。透過參與以上各項職務,Dickens CHEUNG 張可仁先生與商界領袖、家庭、信仰群體、以及草根社區組織並肩同工——跨越文化、整合資源、開創機會,惠及列治文多元的居民。

作為一位在北美土生土長的第二代華裔,Dickens CHEUNG 張可仁先生精通英文、廣東話及普通話——聽、講、讀、寫皆達流利水平。他與列治文眾多社群均建立了深厚的關係。他深信,列治文每一個信仰傳統與文化傳統——基督教、錫克教、印度教、佛教、猶太教、伊斯蘭教,以及其他——皆共同編織出維繫這座城市的道德底蘊。優秀的市政領袖,必須以同等的尊重與服務對待每一個信仰群體。

二零二四年,當列治文眾多家庭需要有人為他們發聲之際,Dickens CHEUNG 張可仁先生挺身而出。作為 Cambie 路與 Sexsmith 路交界處社區行動的核心人物之一——他帶領義工團隊向周邊商戶收集了約二百個聯署簽名,並於Aberdeen 鄰里公園、約五百名市民參與的集會中擔任演講嘉賓——為列治文家庭與本地商戶發聲,使他們的訴求得以傳達至地方政府。這場經歷,向所有人展示了:當街坊鄰里為共同的福祉走在一起時,有組織、有原則的社區領袖能成就甚麼。

Dickens CHEUNG 張可仁先生的核心信念,源自列治文眾多信仰與文化傳統共同認可的真理——公職乃「忠心管家」之職分,並非權力之享受。他深信,領袖之道並不在於權威,而在於服侍——以誠實、忠心的工作,並對最弱小者的關懷,回應這份蒙公眾託付的信任。正如《聖經・馬太福音》第二十二章第三十九節所記:「要愛人如己。」

如今,Dickens CHEUNG 張可仁先生踏出新的一步,在更高的層次上服侍社群。

作為2026 年 10 月 17 日 列治文市市長選舉候選人,他帶來:
