Dickens CHEUNG is a deeply rooted Richmond resident, a father of four, and a community leader who fights for the families who call this city home.

A graduate of the University of British Columbia’s Sauder School of Business, with a specialization in Finance, Dickens brings more than 15 years of business leadership experience, including co-founding UNBUTTON Health — a wellness brand confronting the men’s mental health crisis underlying so much of the addiction and despair in our region.

A Bridge Between Cultures

A second-generation Canadian-born Chinese raised by immigrant parents from Hong Kong, Dickens studied Chinese at the Chinese Cultural Centre of Greater Vancouver in Chinatown from a young age through high school graduation — completing a curriculum equivalent to a Hong Kong secondary education. He is fluent in English, Cantonese, and Mandarin — listening, speaking, reading, and writing.

In a city where more than 180 cultural origins live side by side, Dickens has spent his adult life building bridges across them.

Service Across Communities

Dickens currently serves on the boards and committees of multiple non-profit organizations spanning Richmond’s diverse communities:

  • Director, D.A.R.E. BC Society — Chair of the Partnership & Communications Committee

  • Director, Coalition for Better Health Care Society (BC)

  • Director (and the first non-Indian board member), Indians in Richmond BC Society

  • Board Member, EE Global Ministries

  • Treasurer, A.R. MacNeill Secondary School PAC

  • Secretary, William Cook Elementary School PAC

He is also an active volunteer with Richmond Pentecostal Church’s ministry to the unhoused population in our city.

A Mayoral Campaign Built on Eight Commitments

As a candidate for Mayor of Richmond in the October 17, 2026 municipal election, Dickens CHEUNG will champion:

  • Transparency and accountability in government

  • Staunch defence of private property rights

  • Safe streets, neighbourhoods, and communities — with integrated treatment, not entrenched addiction

  • Infrastructure that adequately serves a growing population

  • Common-sense fiscal responsibility

  • Lower cost of living and lower taxes

  • Revitalizing Richmond’s local economy

  • Development of culture and arts

He is a grassroots representative — for the people, not for well-connected insiders and special interests.

Dickens will lead a diverse, multi-ethnic slate of City Council and School Trustee candidates — including Chinese, Filipino, Indian, and Western Canadian voices — into the 2026 Richmond municipal election. He is committed to serving as a bridge between Chinese and Canadian culture, in a city where more than half the population speaks Chinese at home and where every one of our 180+ communities deserves a seat at the table.

紮根列治文,為家而戰

張可仁先生是一位深植列治文的居民,育有四名子女的父親,以及為這座城市每一個家庭奮鬥的社區領袖。

他畢業於卑詩大學尚德商學院(UBC Sauder School of Business),主修金融學,擁有超過15年商業領導經驗,並共同創立UNBUTTON Health——一個專注於男性心理健康與身心整合的健康品牌,正面回應引發北美成癮危機的深層問題。

連繫中西文化的橋樑

作為土生土長的第二代加拿大華裔,張先生的父母為香港移民。他自小於溫哥華唐人街中華文化中心研習中文,直至中學畢業,達等同香港中學畢業之程度。他精通英文、廣東話及普通話——聽、講、讀、寫皆達流利水平。

在這座擁有180多種族裔背景的城市裡,張可仁先生終其成年生涯,致力於在不同文化社群之間搭建橋樑。

服務多元社區

張先生現正同時服務於多個跨族裔的非牟利機構,其治理足跡橫跨列治文各大社區:

  • 卑詩省防止濫用毒品教育協會(D.A.R.E. BC Society)董事——並擔任「夥伴關係及傳訊委員會」主席

  • 優化醫療聯盟協會(Coalition for Better Health Care Society)董事

  • 列治文印度人協會(Indians in Richmond BC Society)董事——該會首位非印裔董事

  • EE Global Ministries 國際佈道事工 董事

  • A.R. MacNeill 中學家長諮詢委員會 財務長

  • William Cook 小學家長諮詢委員會 秘書

  • 他亦是列治文五旬節教會無家者關懷事工的長期義工。
